There are no punishments. Example, the hero you chose is banned by another player, if you complain the BoT simply decides that there was no rule break. No matter how harmful the player was, there will be no punishments. the combinations are getting more and more ridiculous. Earning an mvp medal is a waste of time because you will lose stars anyway because of bad players who just ignore common sense and environment in matches.
